Introduction In 2008 the MATH/CHEM/COMP 2008 (MCC 2008) meeting was split into the MCC 2008 CONFERENCE and MCC 2008 COURSE. The 23rd MATH/CHEM/COMP 2008 CONFERENCE was held in Verbania, Italy, from June 10-13, 2008. The 23rd MATH/CHEM/COMP COURSE was held in Dubrovnik, Croatia, from June 16-21, 2008. MCC 2008 COURSE was the 23rd in the series of MCC meetings which started in 1986. The meeting was held under the joint auspices of Inter-University Center, Dubrovnik, Croatia, Rudjer Boskovic Institute, Zagreb, Croatia, University of Zagreb, Zagreb, Croatia, University of Split, Split, Croatia, International Society for Mathematical Chemistry, and International Society for Theoretical Chemical Physics.
